This damage of leaves of Gymnocladus dioicus. Who could do it? Mites? Gall midges? Or maybe it's viral or bacterial diseases?

We have found this damage in September 2016 in Donetsk and Lugansk. Gymnocladus dioicus is not a European plant, its natural habitat in North America. I wonder where the birthplace of this pest?
