There should be no shortage of examples from the US Federal Government as most actions of significance require some degree of environmental analysis.  The US Forest Service uses public involvement in forest planning, environmental analysis (EISs and EAs) and watershed condition analysis and action plans.  If there is some locations in the USA that have any similarities to your areas and there is a national forest, park, or other federal agency, there are probably environmental documents and some degree or public information sharing and involvement.  There is a process that has varied with time to assimilate public information and address best available science and difference in opinion, etc.  Much of this information is on public websites and more and more of it is probably finding its way to the internet based on subject of proposed actions.  As a hydrologist, I was involved in literally hundreds of these analyses over the last 40 years.  Also over the years the Federal Government puts out environmental direction and this is generally found under Code of Federal Regulations (36 CFR 219 comes to memory, but perhaps there are others too).  I have a document in my Researchgate about 2002 that is on soil and water conservation guides for USFS Southeast Region and the introduction provides an example of the planning process (15 years ago, and it has some change through time).  I have not been involved as much directly with the public as in answering their questions technically and trying to address some of their issues in redesign, mitigation, etc.  There is one example of an EIS ~2013 I uploaded as an example because of the size and variable intensity of proposed actions, and complexity of analysis where fish habitat and water quality were concerns.  Although the subject matter may not be of interest to you, the basic format, questions we address, etc. may vary somewhat with topic, but probably similar to determine proposed action, evaluate alternatives, get public review and response leading to decision by decision maker.

Agree with Hansen.  There is also a more critical literature on citizen participation--that it is pro forma.  In my somewhat limited experience, the US Forest Service has an exceptionally thoughtful approach to the topic, while the EPA (environmental protection agency) doesn't much understand the concept. Part of the difference is in their founding documents. The EPA has little room for innovation, while the USFS does.  In recent years, the Corps of Engineers has done better, too, but that was more in the realm of conflict resolution.

Agree with Hansen.  US Forest Service is particularly good at it, for a variety of legal, political, and technical reasons.  US Corps of Engineers improved, partly through conflict resolution efforts.  Env. Protection Agency has an organizational culture that avoids public participation when possible. I read one guidance as a member of an EPA advisory board, where they would have increased a crisis by using their plan for communication.
