The PDF-2 is just a package of data containing the thousands of catalogued inorganic structures, you need to use it with another piece of software to interpret the PDF-2 data. Software such as XPowder or Crystal Match! are used in order to compare your experimental data with the PDF-2 scans.
I was running Crystal Match! with the PDF-2 (version 2012) on my Win 7 laptop with no problems; the problem is the PDF-2 belongs to the ICDD organisation and is a licensed product which either you or your institute must own in order to use (http://icdd.mybigcommerce.com/categories/PDF%252d2/) this is the 2016 version.
However, there are some free resources available such as the Crystallography Open Database (http://www.crystallography.net/) and the very popular Predicted Crystallography Open Database, P2D2, (http://www.crystallography.net/pcod/index.html) which can be downloaded for free and used in conjunction with the software mentioned above.
Another way is to request someone to analyse your data for you if they have access to the PDF-2 or PDF-4 databases and relevant software.

I remember that distinguished scientists like J.O'M. Bockris and B.E, Conway were communicated by hand writing to the final age. Please, contact new generations of PC experts! Thanks.
