Major oil companies have developed "best practices" for plant layout and sparing consideration based on a combination of safety, maintenance requirements and capital cost. Unfortunately these studies are proprietary and are not shared with the public. There is often a tradeoff between cost, flexibility and reliability (on-stream factor) that must be considered on a case by case and site by site basis. A plant located on a waterway has very different requirements than one locate on a mountain top.

What type of plant are you building and where do you want to build it? Will it experience extreme temperatures? Is it close to suppliers and customers or is it isolated? Is the risk of fire or toxic release high, average or low? What facilities do you need to build for power, water and other supplies? Lots of questions like these need to be asked before you can begin to design a real plant. Have you set a detailed project design basis yet.?

I have experience with pharmaceutical plants. In general those are built for a use of >>30 years. The equipment is very expensive. Therefore you want to have flexibility. If you cannot change a compressor in your technical zone without production stop, then the technical zone has been built too small.

The HVAC zone has to be built big enough. Clime is in a lot of countries more extreme.

Thus it is important to know what should be optimized.

There have been quite some softwares on plant layout retrofits. The terminology in process system engineering is called "process synthesis". Generally, they are based on mathematical programming: some of them are both on superstructure and some of them not. Some representative methods include the superstructure-free and -based methods from Prof Bardow from RWTH Aachen University, Prof Marechal from EPFL, and SYNSEP tools from Prof Lazeretto from Padova University.
