The Journal IJCER charges 150 USD per paper (online), 185 USD (online+hard copy). They publish 12 issues per year. I bet they may publish more if they think it is necessary. http://www.ijceronline.com/payment-option.html

I don't think they care about ethics; authors, editors, reviewers if there are any, journal.... TRASH!!

I suggest you write to the Editor of IJCER. If his/her response is not satisfactory, then you can report the issue to the Editor of Journal of Analysis and Computation. Either or both Editors should be able to address it. It is a shame that "Science Theft" is common these days.
