you can start with 16S rDNA but including hsp60 and rpoB sequences provides more information. We adapted some primers from the literature - here are our sequences

Hsp60-F: 5’-GGTAGAAGAAGGCGTRGTHGC

Hsp60-R: 5’-ATGCAYTCGGTVGTGATCATCAG

rpoB-f: 5’-AAAAACGTATTCGTAAGGATTTTGGTAA

rpoB-r2: 5’-CCAGCAGATCCAGGCTCAGCTCCATGTT

hsp60 comes from Hoffmann, H., and Roggenkamp, A. 2003. Population genetics of the nomenspecies Enterobacter cloacae. Appl. Environ. Microbiol. 69:5306-5318.

rpoB comes from Miyoshi-Akiyama, T., Hayakawa, K., Ohmagari, N., Shimojima, M., and Kirikae, T. 2013. Multilocus sequence typing (MLST) for characterization of Enterobacter cloacae. PLoS One 8:e66358. Be aware that this paper lists a wrong sequence for primer rpoB-f.

If you are looking to detect Enterobacter sp. or Enterobacter cloacae complex organisms via sequencing then the aforementioned recommendations will work. If you are looking to do so only through PCR then I would look at designing primers on the dnaJ and atpD genes of Enterobacter cloacae.
