Yes, in the “ideal” system (without emulsifier/surfactant) the concentration of solute in a droplet is lower than in system of two bulk phases (flat interface), because the partition coefficient will depend on radius of curvature of droplet. However, surfactant always interacts with solute and shift the partition balance.  For instance, we have cationic drug, partially soluble both in water and oil. And we use quaternary ammonium surfactant as oil emulsifier (positively charged too) -  likely, the concentration of drug will be lower in droplets due to electrostatic repulsion. And vice versa – the anionic surfactant can increase the concentration of solute in droplet. When choosing a system, it is necessary to take into account the interaction of the drug and the surfactant, because since CMC, the relative concentration of the surfactant in the micelle is higher than in the solution.

 The higher the droplet dispersion, the greater the internal pressure (Laplace equation) of the oil or intermolecular interaction. Internal pressure reflects universal intermolecular interactions in oil. If you choose A and oil with a large specific interaction, it is possible more than 50% of A is encapsulated in oil.

For “ideal" system of condensed phases (solids and liquids) the pressure dependence of solubility can be quantified as (dlnX/dP) = [V(s)-V(l)]/RT, here X - the mole fraction of the solute in the solution; V(s) and V(l) - partial molar volumes of the solute in the solid and liquid (melted) states. For most substances V(s) < V(l), and solubility decreases with increasing pressure (see eq.145.17-145.20).

UPD "обычное" давление внутри капли отличается от окружающего как раз на величину "внутреннего" давления (2σ/r) -  в чём я не прав?

Наконец вы начали писать в терминах внутреннего давления. Тут мы оба правы. Внутреннее давление отражает не специфические (физические) взаимодействия. Если подобрать пару веществ со специфическим (например, сильным донорно-акцепторным) взаимодействием, то, по-видимому, растворимость  можно увеличить вопреки вашему очевидному утверждению. Поэтому я поставил рекомендацию Yunqi Li за хороший вопрос.
