In an oil-in-water emulsion, is the fraction of a substance encapsulated in oil droplets  always lower than the partition between oil and water. In a simple case, the emulsion has oil:water of 1:1, a substance A has partition coefficient of oil:water is 1:1, then in the emulsion, is it possible that more than 50%  of A  is encapsulated in oil?
