When I was submiiting one manuscript to the IEEE Transactions on Industrial Informatics, the journal has two types of papers confusing me: regular paper and state-of-the-art paper. Does any one know the difference between them? Is the state-of-the-art paper must be a review or survey paper? The regular paper limits 4 to 8 papes, and the state-of-the-art paper limits up to 12 papes . My manuscript is 11 pages about a novel control method. I have checked the papers published on this journal in 2019, most of the papers that are not review and survey papers have 10-12 pages . So finally whta I want to know is that can I submit my manuscript as the type of state-of-the-art paper?
