In China, publications in the SSCI/SCI indexing journals are considered as an essential requirement for PhD and academic promotions. In Australia, ABDC journals are fine in the business and economics schools. In Malaysia, may be Scopus indexed journals are OK.
In that context, my question is : What are the main requirements in the USA, Russia, UK, Germany and France?
In Germany, each faculty of each university has its own rules for doctorates (PhD, "Promotion"). I looked into the official rules of the physics faculties of 4 universities, but none of them demand to have publications, they demand just the thesis. Only one of these demand a list of scientific publications (without saying that there have to be such publications). There may be unwritten rules made by some professors (advisors) to publish papers before submitting a PhD thesis, but this will vary from field to field.
In Germany, PhD policies differ depending on the university. You can submit a monograph or a cumulative doctoral thesis, with the trend going towards the cumulative doctoral thesis. In the case of cumulative doctoral theses, there are no uniform requirements regarding the journals in which the articles have to be published. Often it is sufficient if an article has been accepted by a journal, or has received a revise and resubmit, and the other articles have been published as working papers. For the acceptance of a doctoral thesis, it is often surely sufficient if a journal is listed in Scopus or in Web of Science. The relevant quartiles are also displayed on these platforms.
In Germany, two well-known rankings are often used for tenure decisions. However, since both rankings have not been updated for years, Scopus and Web of Science are likely to play an increasingly important role here as well.
