Need suggestion for the design of mixing vessel for difficult to discharge material ?

It's Latex and Carbon Liquid Liquid mixing which gets form solid in mixing tank which knows as rubber crumb with water in it.

Problem is this material is not coming from the bottom of mixing tank even after having 70% opening of tank diameter.
