Parsa - it depends what you mean by low impact factor. As you are investigating behaviour and tobacco consumption - then it is a good idea to target 'health education' journals i.e. Health Education, Health Education Journal, Health Education Research - as well as health pomotion i.e. Health Promotion International, Global Health Promotion etc.

Dean Whitehead : To be honest i have carried out a systematic review in this context, however, Tobacco Prevention Cessation Journal sent me just 2 reviewers' decisions. first reviewer decided for acceptance and the second one decided for rejection!!.and finally journal decided to reject my manuscript after 3 month without sufficient information.
As you see I'm a dental student, not a well known researcher, therefore very professional journals with high impact factors and strict editorial team are not appropriate for my works. I'm interested in systematic reviews and meta-analysis and I'm going to improve this work to submit somewhere else.

Hi Parsa - don't be put off by your experience. It is common to experience 'diverse' reviewer decisions. If the journal already has good copy of accepted journals - they tend to opt for the negative review - even if the positive review is the correct one. Youy are doing the right thing. That is, evaluate the review comments and change (as to what you think might assist) and re-submit elsewhere. Do some careful homework though i.e. scope etc of the next journal - to increase your chances.
