Hello Navid Yeganeh: In a soil mass the compositional elements can be of different soil types or be in different initial states of confining stress. The parameter m needs to given different values at different points of a soil mass. From the formula for γp it is found that when m = 1 the shear strain becomes independent of p'. This is nearly the case when the soil is a clay in an undrained condition. The CY model was developed for sands but m nearly = 1 allows partially saturated clay in undrained condition to be included in the analysis. For such clays φf > 0. In actual fact m cannot be taken exactly equal to one but m can be made as close to one as can be permitted. This is because it is only in a saturated clay that the plastic shear strain will be independent of p'. But for a saturated clay φf = 0. In that case γp will be identically equal to zero. Which is of course wrong.
