I think the specific humidity on different pressure level across 1000 hPa to about 300 hPa is needed to calculate the atmosphere water content.

Have to measure humidity base on pressure each locations, then you calculate the atmospheric water content.  Then  ordinates you have, so you can build the model of atmospheric water content using system dynamics or others.
