Please check the journal you are targeting. A few I have seen consider 1000 words as a mini. I haven't checked if they also limit references, tables, or figures. Journals that publish mini-reviews will be specific on guidelines for authors.

I totally agree with Johannes Sibeko that it varies considerably from one journal to another so, yes, please check. It would be such a pity if they rejected your manuscript just because of the word limit.
My tip would be to make sure it conforms with the requirements of at least two journals - there's one you aim for first then there is you back-up option, so to speak.

Hello! based on previous publication experience. Apart from going through the proposed journal publication requirements, sometimes i did also sent few messages to make inquiries to the editor-in-chief of the journal. So, try reaching out to the journal editor in chief, their address is normally displayed in the site. I have seen few mini reviewed published articles and they seemed not to be more than 3 pages.
