I hope that someone of you will be able to help me. Up to now, I have not been able to find an appropriate scale in german that can be used to measure the theory of planned behaviour constructs.
Do you maybe know of any or do I need to translate the english items?

If you are not working in English, there is no harm translating the components of the theory of planned behavior into German. If, in measuring the theory, you feel the need to amend or complement it, do it in German, then translate into English to the intellectual community in this area your findings.

Zouheir Maalej is correct. Generally, there is no harm in translating the scale. I recommend piloting the translated scale with a group of individuals who are members of your target population. Doing cognitive interviews where you ask them how they understand the question and how they would answer it will help you fine-tune the translation. It will also ensure that you're measuring what you think you're measuring with the scale. If they understand the questions to mean something drastically different than what the scale means in English, then you'll need to revise the translation or find a different scale.
