There is no such thing as a 'nanopowder' where free, discrete, independent particles of < 100 nm exist. . A nanomaterial must be stabilized in colloidal suspensions or be present in atomized form where the particles cannot contact one another. If you need only a small amount of Al2O3 nanopowders (or any other metal oxides) in a colloidal suspension form, you can produce by a sparking method from ALUMINUM WIRES. I have published this technique since many years ago: http://www.sciencedirect.com/science/article/pii/S1567173907001605
