first you set your target, i.e. for which type of problem you want to compute maximum runoff.In general, without use of any software , first try to find out a critical excess rainfall hyetograph for that catchment and then with the help of unit hydrograph of that area ( if not available use synthetic unit hydrograph) find out runoff.

Dear Alam, thank you very much for your comment. Generally in Afghanistan we face with lack of data. Therefore it is difficult to prepare hydrograph. Just data are available for some basin of the country. I really interest to learn HEC-RAS and HEC-HMS) software. Please kindly let me source in this regard.
