Why is a certain type of material attributed to the lower Moquegua formation (~Eocene), can be found in unconsolidated state? . The matrix of these sedimentary materials is very weak. Could they be quaternary deposits?

The geological chart of Moquegua 35-u (II) (Martínez & Zuloaga 2000), attributes this area as part of the lower Moquegua formation.
