Could anyone suggest a polymer having following properties?
1. It should be easily soluble in water at 20 degree C
2. It should NOT be soluble in ethanol
3. It's melting point must be well above 100 degree C
4. It should NOT have any hydroxy, carboxylic, and amine functional groups in the side chain.

All the conditions you need are difficult to meet. Probably if you provide more information about your protocol, it would be easier to find other alternatives. With the information you provided, I would suggest sodium or ammonium polyphosphates: Inorganic polymers with high melting points (>>100°C), that do not contain hydroxyl, carboxylic or amine functional groups, are soluble in water and only slightly soluble in ethanol. Other polymers that might be used depending on your protocol may include: Paraformaldehyde (mp=120°C, insoluble in ethanol but only slowly soluble in cold water. May release toxic compounds upon heating, especially in the presence of water.) and Poly(N-isopropyl acrylamide) (mp=96°C, soluble in cold water
Polymers based on Acrylamidopropylmethylenesulfonic acid (AMPS) neutralized with Ammonia od Sodium are readily soluble in water, not in Ethanol, does not melt below 100°C and do not have mentioned functionalities. Do if you can live with Sulfonic acid Groups this could be a candidaten.

Poly(acrylamide-co- diallyldimethylammonium chloride) -see the structure in the file below- will most probably meet your requirements. The copolymer Poly (AAm-co-DADMAC) is definitely water-soluble & my expectation is that it is EtOH-insoluble.
Since the polymer contains ionic bonds plus extra strong secondary bonds, its melting point is expected to be very high.
Needless to say that it doesn't have any hydroxy, carboxylic, and amine functional groups in the side chain. There are amide & ammonium yes but they differ from the 3 mentioned functional groups.
However, experimentation with a small amount of polymer or copolymer can give better information than anything else.

You may want to consider methyl cellulose with the highest possible degree of substitution (DS).
