I very much doubt, that a 10 day period to judge manuscripts can ensure a sufficient quality of the papers accepted and published. I would not submit my papers to such a journal, which probably does not have a high impact factor.

10 days is indeed a very short time. If you want to publish fast, I would recommend MDPI journals, they usually publish in 1-2 months (no major revision).

You can go for open peer-reviewed journals such as F1000Research or if you are in a hurry, concider publishing as prepring (arxiv) while submitting in peer-reviewed journals
