Some journals can not be accessed freely i.e. the published articles can not be read by everyone freeofcost.
For ex: IEEE papers can be accessed only for IEEE Members, Similarly some publishers will not give free access. All the educational insititutes including Research centers will not have access or subscription to all libraries,Here the researcher will not have sufficient data for his work. In such case what way we can improve for the benfit of all researchers.

Thank you for raising interesting question! I agree with the point of Dr. Ali Raza . I think decision makers should promote the Open Science. Platforms like ResearchGate can partly fill this gap. But of course we need more comprehensive solutions.
