Another, 'cheaper', method is to use 'medical-grade' plastic – not TC Plastic – (i.e. standard petri dish that is not plasma-treated) and a serum-free medium. 

This technique eliminates both surface charge and serum-adhesive glycoproteins. You could go one step further and use Ca++, Mg++-free media (or treat with EDTA) to eliminate adhesion receptor cofactors. Of course these methods also impact cell signalling and will mobilise/deplete intracellular cation stores, essential cofactors in many pathways. But you will not have cells attaching to the plate!

Next question: what is that you want to do next? ...and how meaningful will your test system be? What will be the in vivo relevance of your assay(s)? Does it matter?

you are right, Teflon(R) of DUPONT Chemicals, is a TRADE name for (German) Poly-tetra-fluorethylen =[English] polytetrafluoroethylene. You should search (proposal via GOOGLE.com or even BING  for e. g.  ' culture flask AND OR culture plate (or another correct term) AND PTFE' [culture flask AND OR culture plate AND TEFLON or PTFE-decorat*] and you'll find for sure the right products... best wishes and good luck!

Most of this is now done with PTFF/FEP bags.  These are gas permeable bags that are coated with teflon or teflon like materal.  Milteny, OriGen, Gibco, CellGenix, Afc etc are a few of the companies that sell such bags.
