Item parceling before or after exploratory factor analysis?

Hello,

Recently, I've been reading and trying to learn more about item parceling procedure and SEM related concepts. My question is some studies utilize EFA before item parceling whereas the others perform EFA after item parceling procedure. Which one is reliabile or widely-accepted? References about the subject would be appreciated too.
