Artur is definitely right! İt is impossible to avoid temperature fluctuations using any auto-control system using pulse heating. But you can prepare large salt bath having various chemical compositions to manipulate its melting temperature according to the desired isothermal annealing temperature of your test modulus. But still you will have temperature fluctuations in time and space depending upon the size and shape of your test piece and conductivity of the bath etc.
