What does the statement "The system must have a sensitivity of 1cm at a range of 2 m" mean? Does it mean the change in 'u' or is it the change in 'x' or is it the ratio of the change in 'x' and 'u'?
The same question for "the sensitivity of the camera, which is given as 0.1mm".
Sensitivity usually describes the noise (or sometimes the accuracy or resolution) of a sensor or a measurement system. In contrast, the ratio of input change to output change is called a transfer function.
So, in your task, the setup must resolve a change of 1 cm in x-direction, even if the target is 2 m away from the setup, meaning you need a certain angular resolution.

guessing it's about a ... thesis I assume that there was a bit of mis-translation:
reading 'sensitivity' as '(minimum) resolution' would make more sense.
BTW: As you already stated, 'sensitivity' is dOutput/dInput. Bit it is NOT generally dimensionless as the input has its dimension that is typically different from the output's dimension.

I interpret that requirement to mean that the system must be able to distinguish between an object placed at 2m, and an object placed at 2.01m. In other words, the noise in the system must be at least a few standard deviations smaller than the signal arising from those two situations.
You will need to consider the size of the image that falls on the camera sensor (in other words, examine the lens' power and size), the geometry of the lens/image set-up, the number of pixels in the camera, and their areal density.
