Yes definitely, English for Specific Purpose serve as a important tool to develop communicative competence. You could refer to Dell Hymes's Communicative competence Model.
There is no specific research for engineering students as such but techniques mentioned in following books can be of help maybe.

ESP is the only way to go. First you should conduct a needs analysis survey among your students. Diagnose their needs. Then try to cater them by using videos, audios, games, etc. If a trainer is able identify what the trainee is exactly in need of, he can train in such a way that the outcome would be what the trainer expected.
Not that I am aware of, unfortunately. But, I do not have the time to consult all the literature on the subject.

Certainly, ESP/EAP courses can cater to meaning focused input, which according to Nation (2007), is necessary for fluency development. The specificity of purpose as well as the rich background knowledge characterizing specialized language can activate the components of communicative competence defined by Bachman (1990).
