Urban local government institutions/municipalities are constituted for the maintenance and planned development of urban areas. The objective is to ensure that suitable levels of infrastructure and services are available to the citizens. In many parts of State Jammu & Kashmir, the quality of life in urban areas is despondent and the citizens lead a difficult life. To overcome this problem, sequences of reforms have been initiated by the GoI as well as state government to strengthen local-level governance.
There has been efforts to achieve good governance at the local level. The local government code of 1991 (RA 7160), has mandated the transfer of powers from the national to the local government units, It advocates decentralization as a strategy of encouraging the active participation of people in the development process. It is also a transfer of responsibility and accountability. While urban municipalities are enjoying the empowerment of their communities, the need to inquire into the performance of the rural municipalities and communities is a concern to be looked into.
