Is it true that people just doing the research to get published into good impact journal as prime importance and forget to do the public benefit oriented research?
The answer is not the same in every discipline. The field "Action research" typically focus on changes in some organization or its workings, and does not necessarily result in any publicstions - the action itself is the end result. So that would be a counter-example to your claim. But yes - most of us publish papers for the reasons that we are inquisitive, and in some cases because we have to, in order to keep our jobs. :-)
In the vast majority of research and researchers, the answer is yes! In some (may be rare) situations a researcher that is working for public and national benefits may be faced with hate from fake scientists! Anyway and in all cases, publishing in reputed journals is an honor to the researcher.
You may guess knowing that promotions, grants, etc. are achieved only if you have publications.

You are talking in very true sense. What should be done then? Government should make free from this tendency of evaluation of scientist on the behalf of publication. Is it will help or make even worst situation?
Publication of articles should not be the main target of research; it is needed for dissemination of knowledge, generated through research. To make research meaningful we have to think about its application.
Research is supposed to be oriented based on the requirements of the industry/society/country (particularly for underdeveloped or developing countries). Identify the problem, study, explain and provide a path for solution.
There are lot of problems related to the basic needs of the society. For instance, drinking water, proper sanitary systems, energy (electricity), pollution free residential areas (towns or modern villages), treatment of waste water and recycling, pollution free mass transport systems etc. These problems invite research for cost effective solutions. I feel that the first priority for funding research should be given to solve the societal problems.
Research and development are two important aspects of a society. Both are specialized jobs and are important. In most cases development is based on research. Research is highly technical and difficult. A researcher must continue his/her research activities irrespective of impact factor.
