Sure I do believe. Kindly remember the epidemic diseases and regions virus attack (Bird flu is not so far). We should always remember the bio-weapons are still exist. Public health protection is vital for human existence on this nice planet!
I understand your question as a way of saying "I'm very hungry about bad politcy makers and bad policies". Yes, I do believe, as Mohamen. Even, I guess, as you believe. The question is that our policy makers, in the best case, understand every way of spending public money as ways of making marketing strategies for their own politic career. In the worst case, a way for filling their pockets. It's sad, but it's true.
The kind answer of Mohamed is, in my opinion, more linked to technical decissions than to political strategies.
I believe it is both, and these two facets are not mutually exclusive. In my experience, a good policy can really promote the effective public health ptotection, and if its beneficial effects are used to better a policy-maker's image - why not?
