You could also use this russian site. There is meteorological data from all over the world for many years in the past. When you select a town you need to click on "Weather archive" where you can select starting and ending date. You can also download the data to file.

You can calculate the Potential Evapotranspiration (PET) using the Hargreaves Samani equation which requires only mean daily air temperature and global incident solar radiation, readily available in daily, monthly or annual time scale over the period 1983 till present time from NASA POWER. The equation to calculate the PET is:

PET = 0.0135 * Rs * (Tair + 17.8); Where Rs is the global incident solar radiation in units of water evaporation (mm.day-1). Since NASA POWER calculated the Rs in MJ/m2/day, you need to convert to mm/day by multiplication by 0.408.

On this site you can find variables like temperature, precipitacion and wind the temporal structure is :(daily,monthly , yearly) depends of what do you prefer. and usually you can download almost 30 years of data after agree with the terms and conditions.

Other possibility is download information reconstructed from models using the CMIP5 project (you can use the multimodel mean and the HISTORICAL experiment from 1850-2005) at this link: https://esgf-node.llnl.gov/projects/esgf-llnl/.
