What you need is a simulator interpreting Verilog-A and you can simulate the FinFETs by using this model in your circuits. Moreover, you may need realistic values of model parameters for a FinFET technology or better a design kit of such a technology. But design kits are typically available just for commercial tools (e.g. Cadence).
These is not a specific tool. Any Spice-like simulatior can be used to simulate circuits with FINFETs, provided that suitable models of the FINFET are included. One of such models is the one I have referenced in my previous answer.
You can get a good results using LT Spice and Predictive Technology Model (PTM). If you do simulation study, this will be enough for research and publication without using Spectre which is not an open source simulator
