Globalization has made the entire world global village. this brought about free flow of trade, communication, political and cultural affinity. The fundamental is that it has enhance competition among counties. But the problem is that it has further polarized the world into the two, the highly developed nations and developing nation. iIt is obvious that the gap is becoming wider
I'm of the opinion that "globalisation" is a myth. Yes, there's been an increase in world trade, and an increase in the number of countries involved, but it ain't global. At best, it's international. Just a continuation of the process identified by Marx in the Communist Manifesto in the nineteenth century.
The only"global" force involved is America's ability to impose its will around the world, against trading processes it doesn't like. But it has only taken over that role from British gun boats, it hasn't created it. And it can't always get its own way. As I tuck into my meal of French chicken, Kenyan beans, Egyptian potatoes, and New Zealand wine, I praise international trade not globalisation.
As for increased inequalities, the claim always has been that trade brings mutual benefits. This is nonsense. British free trade killed a lot of people around the world in direct violence and famine caused by laissez-faire. You need proper, enforceable trade agreements to get mutual benefits from trade. Hence trading blocs. None of which are global. And the TWO is often ineffective because it has no real global reach.

Your point is absolutely true. Globalization enhance competition among counties but develop countries are in better side due to their technological advancement. Therefore the gap between developed and developing countries are widening.
Globalization challenges the human conscience of the public administration community. Professional citizens of the global community have the opportunity—and the responsibility—to observe and examine what is happening around the corners of their global community. There are many issues that challenge their conscience, including the conditions and deprivations of the poor, wage slavery and sweatshops in global factories, environmental destruction, global warming, and inequity and injustice. Globalization understood as the set of processes of increasing interconnection, interdependence and integration has both aided development administration as well as made it more complex. It has aided development administration by way of increasing cooperation among countries/societies especially as enhanced by advances in technology. On the other hand, development administration has become more complex in that administrators and policy makers have to consider a multitude of factors and interests (often contradictory) if they are to effectively and fruitfully manage their political economies.

To me it seems that the question is too general! Are asking the relationship between globalization and the development administration in the West or the relationship between western development administration, such as the World Bank, IMF, and other transnational development NGOs, and development administration in the Third World countries (e.g. African, South Asians or Latin American or developing or least developed countries)?
Furthermore, if you want to explore the relationship between globalization and development administration read the theory of governmentality, academic works of Michael Foucault, A. Escobar and James Ferguson.

Development administration is a specific orientation that trended between 1950s and 60s. It emphasised developmental projects 7implementation and administrative reforms. It was a ploy by the west to halt socialist expansion through technical assistance and aid. In a way. It was the starting point of efforts to engulf the world with western principles that today dominate what we call globalisation. It did though fail in most developing countries to acheive the objectives like the Marshal plan helped to unify the West
