Usually, the publishing houses like Elsevier and Springer have their own recommendation system to suggest the best journal to submit the paper for a given topic and abstract. But is there any 3rd party tool that can generate recommendations across all journals ?
Ashutosh Karna- Thank you for your question. I am not aware of such websites. The way you do this may decide if you are interested in submitting your paper to an Open Access journal to a journal listed in Scopus or the Web of Science. Then for Open Access journal search their list of journals (https://doaj.org).
For Scopus or Web of Science- use keywords of your manuscript and search for papers similar to you. Then look for the journal that published these papers. Open their websites and decide. You need to do some work. However, this method is practical and useful.

Ashutosh - I agree with Samy. It is up to you to seek out the scope of a journal and target it as is appropriate for your topic and discipline.
Simply type the title of your proposed paper or your proposed research question into Google Scholar, and see which suitable journals pop up. You will also be surprised by the papers that turn up of which you were completely unaware!
Maria D. Avgerinou. Yes, this is exactly what I was looking for. There are several competing journals belonging to different publishing houses, having different response time and various other factors but having a very similar central theme. It could be great idea to think about using Deep learning to identify best possible journal for a given topic and not just on the title and keywords but various other important factors.
