I know of no infiltration model that considers the litter layer. On the other hand, the use of models, especially in forest soils, can be very problematic, since the vegetation cover and litter, introduced major changes in rainfall distribution in the soil and therefore infiltration
WARMF model simulates the infiltration through litter layer. The layer has zero infiltration when the soil moisture is low, which makes the litter hydrophobic. The model dynamically calculates the infiltration rate as a function of soil moisture content. The infiltration rate increases with moisture after initial wetting.
