Hi Manish, if you are speaking chemically, looking into hygro-responsive surfaces may lead you to a bio-related material. If not, roses fit your request and in general the "rose petal effect". Roses display a partially wetted Cassie state and high contact angle of droplets, but upon submersion will become fully wetted.
Dry peat moss, such as is used in horticulture. In the dry state, it is rather water-repellent and can be difficult to wet. Once wetted, however, it holds many times its weight in water. (This is why you should never let plants in a peat-based potting mix dry completely--it can be hard to re-moisten the mix, with added water just running around the mass of mix and out the drain hole.)
