These days Disaster Impact Assessment (DIA) for any development project (infrastructure of industry) becoming a legal requirement for obtaining necessary approval from Government. In Bangladesh there are several cases where the government has recommended the proponent for carrying out DIA at the time of feasibility study and ESIA study. Same is true for Sri Lanka (example https://www.preventionweb.net/files/globalplatform/519b8d83c190fSri_Lanka_Presentation_for_JICA_side_event-Final.pdf )

Generally the DIA should cover impact of possible natural disaster on the proposed project and what are the safety measure or counter measures adopted by the project proponent. It is carried out along with ESIA. Therefore, I feel there should be a general guideline of DIA similar to IFC Sustainability Framework or World Bank's Environment Health and Safety Guideline.
