I am looking for recorded earthquake rotational time history (ground motion) data; both torsional and rocking. Is there any database to procure these data ?
Yes, there is Pacific Earthquake Engineering Research Center (PEER) Strong Ground Motion Databases, which include requested by you time histories that contain rotational component.

However, I could locate only the translational components (Horizontal and vertical). Can you please give additional direction on 'where to search or whom to contact regarding the same'.
I think Rotational Seismology is a question of debate. As I remember, Polish Seismologists tried to record ,,rotational component,, but it is questionable if they succedeed or not.
There are very sensitive aspects, both theoretical and instrumental ones regarding Rotational Seismology, if that is indeed the topic you are interested about.
Data bases like IRIS and so on include only horizontal and vertical recordings because the seismic instruments are build so.
