Actually, what you are asking is if Beer's law exists, but you are right to do so, since Beer's law, which states that concentration is proportional to absorbance, and, thereby, the absorption index is nothing but an approximation. In fact, if you think of the polarization of molecules inside a mixture by shining light on it, and you assume spherical molecules and a structureless dielectric medium around them due to all other molecules, you end up with Lorentz-Lorenz theory. A further approximation shows that the dielectric function (and, in the end, the dielectric constant) is proportional to (molar) concentration.
