Yes. Indeed, many linguists and users of language data insist there is a rhetorical element in all human semiosis. All utterances/scripts/texts are characterised by multifunctionality. Philsophers of language and language acts, also take a similar view. Language is the main medium of human communication and it has work to do in all human occasions.
