I have encountered a situation which is not clear to me! If there is a certain journal indexed only in the Web of Sciences but not in Scopus, would it be a way, certain calculation or algorithm to estimate (at least approximately) within which quartile would it belong?!

Theoretically it should be possible to estimate the quartile in Scopus by estimating the SJR (https://researchguides.library.wisc.edu/c.php?g=1226768&p=9004430#:~:text=The%20SJR%20(or%2C%20more%20specifically,in%20the%20journal%20within%20the).
If you are able to come up with an estimated SJR value, then go to the SCImago Journal Rankings (https://www.scimagojr.com/journalrank.php?order=sjr&ord=desc ). For example, a SJR value of 1.5 or higher is aways a Q1 journal and a SJR value of 1.1 is in most cases a Q1 journal etc.
However, the problem is that looking at the way the SJR value is calculated you need to dig up citations from Scopus indexed journals. Furthermore, a journal can be Q1 in let’s say microbiology but a Q2 journal in Cell biology etc. So, questionable whether calculating will work and certainly it is not accepted (internationally) as a meaningful finding.
To get some idea (and nothing more than that) I think it is more useful to use the following rough rule: a Q1 journal in WoS indexing is always Q1 in Scopus and a Q2 journal in WoS is for sure a Q2 journal in Scopus and sometimes even Q1. This is because of the difference in database and calculation but also because of the difference in quartile definition (see figure found here https://www.researchvoyage.com/journal-rankings-a-comprehensive-guide/ ) which basically says that the Q1 journals in WoS correspond to the ‘best’ 10% while the Q1 journals in Scopus correspond to the ‘best’ 25 %.
