Fouad Mami , your question is very much valid, however, I think the problem is nowadays with the introduction of too many journals, particularly open access journals. This makes publishing on some journals (prestigious ones) extremely competitive.
I do not believe that at all. Nowadays it's almost too easy to publish - just e-mail someone in charge of an open-access journal, pay the OA fee and submit whatever stuff you have - junk or good. I do, however, agree that there are too many journals to choose from, and we are therefore lucky that it is very easy to identify the bullshit journals from the real and good ones.
