I am not aware of any such guidelines and I doubt there is any since content analysis is not one method but colud be performed in many different ways. It could be performed both as a qualitative and a quantitative method, with deductive and inductive approaches, with manifest and latent analysis, and in many more ways.

I can recommend Krippendorff, K. (2004). Content analysis: an introduction to its methodology. Thousand Oaks, CA: Sage Publications as reading about the method.

There is no format like CONSORT, but for QUAN you need to establish and report intercoder reliability. Asa's citation is the best book. Here is another classic, highly cited source:

QUAL content analysis should have a reporting of the process through which themes were identified and developed. Take a look at the book below for it.

Saldaña, J. (2015). The coding manual for qualitative researchers. Sage.

Eto & Kyngäs (2008) (paper attached) suggest three general steps for content analysis: (1) preparation (2) organising, and (3) reporting.  Note that the process does not proceed in a linear fashion. Preparation comprise deciding what to analyse, in what detail, the unit of analysis etc. Organising involves coding the data into categories/themes or sub-themes (this may be done inductively or deductively). Reporting, the final step, is about reporting the findings.

Content and thematic analysis are overlapping eachother. While both type assist the researcher to dig out the ground reality.

Content analysis is  the  process  of summarizing quantitative analysis of messages including attention to objectivity, inter subjectivity, a prior design, reliability, validity, generalizability and hypothesis testing.
