The answer is NO.

The gas density is very small...the universe LOCUS (not the space between particles) is expanding due to the motion of particles within a 4D Spatial Manifold.

This makes collisions very few and far between for thermal equilibrium to explain the cooling.

In other words, half-assed arguments based on thermodynamics do not cut.
