Personally, I am surprised to have found an article with "new" information, in the same species that we studied with my research group, for decades. The results are published 5 years before and are ignored. What's that called? For me, lack of ethics. Plagiarism.
Ignored or overlooked? If ignored, I would say the author is not fit for doing scientific research.
Regrettably, this happens more frequently nowadays. I suggest you contact the editors of the publisher of the offending publication، and if they ignore you or give a not satisfied response, it may be appropriate to contact your publisher. Respective editors should take the primary role in resolving these issues through direct communication.
Now a day, the problem is very common in nature. Researchers should take sustainable remedial measures ASAP.
