It depends on the policy of the publisher. But most of the time, in conferences there is more flexibility because you have enough time to edit your study before publishing. This is my experience, not a generalization.

Yes, the reason is that a conference duration is very small, so that the reviewers are enforced to give results in a short time which is not the case for a peer reviewed journal. Regards
I strongly believe that it MUST be the same process including local or international conference or journal. According to my so simple experience in this regard, international such activities are easier than local ones where they always using electronic reviewing. if you présentation is for you very clear, it need to made accent on the possible ??? But in Journal it existe some politico of édition ... the rewievers , etc.
