I do not think so at all. The publisher has decided on a ballpark number of journal issues per year, or volume, and perhaps even the number of papers in each issue or volume, already before any submissions have arrived - they at least have some target figures on it.
The number of published studies does not effect as much as the number of citation get on each article so as the number of citations increased then the impact factor may rise and the journal become more effective and encourage researchers to publish in it
