By referring to the image attached, can I say that the flow rate of fluid at B is the same with that at A (Inlet: 1 m3/hr)?

Yes. In a steady state, the flow rate of fluid at B is the same as at A.
I agree with all the responses above. The only thing is that the pump is handling 1.1 m3/h. What this is telling you is that the mass flow rate has gone up by 0.1 m3/h temporarily. Whether or not it is possible in an actual setup is a question.
You can look at the pump and the connecting tubes as a "black box". No fluid is lost there, so actually no matter what you put into the box it does not matter, you will have the same flow rate at A and at B for steady state conditions. If the flow is incompressible as in your case, this will be true also for non-stationary conditions. For non-stationary compressible flows, the situation is different.
