Hi, I'm currently writing a bachelor's thesis regarding space policy-making in the EU. I concluded that the existence of external actors in Europe undermines the global actor status of the EU. The EU suffers from the institutional conflict of interest among different disparate institutional actors within the EU.
Could you share your thoughts on the topic and some sources i could look into for a more detailed analyses of the matter?

International cooperation is important in such large development and research projects as space programs. Large space programs are a source of new scientific discoveries, inventions, innovations, etc., which are used in many different fields of application, in various sectors and industries. Large space projects involving the planning, organization and implementation of manned missions to the Earth's Moon, Mars, etc. require large financial outlays that cannot be afforded by all smaller countries. Therefore, international cooperation and the setting up of international teams of researchers and scientists can be very helpful. A good example of this type of cooperation is, for example, international cooperation in the European Union and also in other economically developing regions of the world. Of course, international competition and rivalry is also important, because it can be an effective activating tool to create unconventional, innovative solutions to specific difficulties and problems, new innovations, inventions, patents, etc., and it motivates us to create effective logistic solutions for planned space expeditions.

Wouldn't this increase Europe's significance as an actor in space policy-making? EU nations, with the exception of France, don't have proper Space programs or particular interest in them besides military satellites. The ESA gives Europe a sort of legimitacy/voice( and funds for it) rather than USA and Russia monopoly
