There are many indicators of quality.
An impact factor refers to a journal, not to any papers or authors.
An impact factor says absolutely nothing about the quality of any paper in a journal.
Only citations matter in terms of determining quality of papers.

My German is not strong, so I will have to rely on Google:

Higher impact factors are preferred to lower, but they still refer to journals.
This is why they are called journal impact factors.
