I'm not sure we can be so categorical. I often hear people say, "I can't do it", "I'll never do it", or "I'm too strong". These sentences refer to strength and weakness and therefore to a person's ability to act.
Individuals who focus only on opportunities and threats have some critical failure bias, such as overconfidence. So your hypothesis may be true, but it needs to be verified. And then, what consequences, positive and negative, on the individual? on the organization?
